Dead on. Why pump more money into a broken system?!? I will argue to the death that funding needs to be EQUALIZED - local property taxes should in no way dictate the gross disparities in spending that are seen between wealthy and poor districts - however, there's no need to legislate more money into a failing model.
Fix the funding structures.
Fix (i.e., shut down) the failing schools.
Open quality schools.
THEN let's chat about where additional resources are needed.
